What happened with using cameras and drones to see what drug runners were up to before using a game warden to pose as a gunman? What's happening up-river while diversions occur?
What happens if the cartels steal the gun boats? They could use fast boats over in the Gulf where the real drug runners try to get away from/out run, the US Coast Guard.
By the way, this river in the picture, is part of a lake, in my opinion. Emergency releases happen from time to time. No drug runner would risk his cache in a high water crossing. Low water crossings are contaminated with sewage from Mexican towns along the river.

There are many more stories about contamination on the Rio Grande River.
