What I have to say to any clerk who takes this stand: your personal religious beliefs extend to you personally and you alone - NOT to the office you hold or the State of Texas. If you don't want to issue a document that is an administrative obligation of your office you had better assign that function to someone who will or get out of the way altogether and resign.

Hood, Kimble and Lipscomb counties. The remainder that have not are either saying waiting on official advice or forms, software updates needed or haven't responded with a reason. It looks like about half of the counties are good to go now.
