Former Palmview manager sues city for breach of contract

PALMVIEW — Former Palmview City Manager Ramon Segovia is suing the city for breach of contract after he was terminated in June without a severance payment.

Under terms of the contract, in addition to his annual salary, the city had also agreed to additional payment “as well as terms regarding Termination and Severance,” according to court documents. Segovia initially signed a contract with the city prior to October 2013 and it was later renewed.

Prior to his termination, Segovia was placed on paid leave in April following a review of the city’s administration which found the city lacked proper policies and procedures.

The management consultant who had conducted the review recommended that Segovia be terminated, which the city commissioners approved by a 3-2 vote.
