(18,063 posts)Not sure which question you really want answered so I'll give the answer I think you are looking for.
With the new DU post and reply editor there are two buttons that do slightly different things. The one labeled "blockquote" actually indents your paragraph. This is handy if you want to indicate within a story or post that some thing was said by someone.
The other button labeled "excerpt" creates the grey bounding box around an article.
So for example in your story, I select the whole section with my mouse, and while the selection is grey on my screen showing that text selected, I then hit the excerpt button.
This is your story with the "excerpt" button applied:

Now if I wanted to do an excerpt in an excerpt, aka nested excerpt. I could then use the blockquote to differentiate. You sometimes want to do that if in the story you are posting, that story is quoting another story or blog and they have it nested.
In your post it would look like this below. I still have the excerpt (grey box) around the whole post, but now I have added a block quote for the middle paragraph that starts with "The state needs".

Oh how I wish we could get an advertising campaign to point this out to the people of Texas. Your parks are being stolen from you right under your nose!!

I hope it recovers soon. I try to support as many parks as possible. Heading out to Black Rock this weekend actually!

(18,063 posts)After the fire, nature is going to take it really slow to build it back up. And without state money to help speed it along with new tree plantings ... I'm afraid it will be closed.

(2,567 posts)Perry stole the federal money from the voluntary fire dept fund to balance budget and VFD had no equipement or funds to fight fire.
