No criminal charges in botched Chesapeake jail annex

CHESAPEAKE
Mistakes were made, but no crimes were committed when the city constructed three temporary jail facilities without required state approval, the city's top prosecutor has concluded after an 18-month state police investigation.
The city began allotting money in 2008 for the $8 million jail-expansion project intended to ease severe crowding at the Chesapeake Correctional Center.
But the buildings sat largely unused for years because the state Board of Corrections did not approve them before construction. Jim O'Sullivan, who became sheriff late in 2012 after John Newhart retired, persuaded state lawmakers and officials to allow their use shortly after he took office.
Mayor Alan Krasnoff requested a criminal investigation after the mishandling of the project became public. Commonwealth's Attorney Nancy Parr asked the state police in June 2012 to look into it.
The inquiry was limited to non-elected public officials because then-Attorney General Ken Cuccinelli said investigating elected officials in this case was not authorized or warranted.
