(8,554 posts)might be that the reasons for needing one now include "work schedule". I have friends who had kids in the service during past caucuses and they got to participate in the selection process by registering the nominee of their choice via affidavit.

I'm pretty sure that surrogate affidavits have always been available for our caucuses.
