He doesn't want to pit groups against each other, as women getting paid equally to men, yep, he is pitting one group against the other.

Illness and death? Millions of uninsured? Yeah, baby! Bring on that real leadership. We want to see the Wisconsin miracle writ large. Watch out for Sam Brownback, though. He's performed a miraculous transformation in Kansas, and he could be still competition.

I'm guessing that he had 2 responses already written, one for each possible decision. I doubt he can think that fast.
