MADISON (WKOW) -- On a 7-3 party-line vote, Republicans on the Assembly Health Committee passed legislation Wednesday that would prohibit the state's Group Insurance Board from offering health insurance plans to state employees that cover the cost of an abortion, except in cases of rape, incest or when the life of the mother is at risk.

Under current health insurance plans offered to state employees, abortions are also covered when physicians deem them "medically necessary."

"That is not elective," said Rep. JoCasta Zamarripa (D-Milwaukee) "Medically necessary, so that's when the health of the mother is at risk."

"There is no clear standard in state statute in place for medically necessary or therapeutic," said the author of Assembly Bill 128, Rep. Andre Jacque (R-De Pere). "And we know that there are abortionists that will always certify any abortion procedure as medically necessary."

AB 128 removes insurance coverage for such abortions deemed medically necessary, leaving in place the other exceptions.


But one of the Democrats on the committee - who is a former medical professional - said taking that provision out is unsafe for women.

"I'm telling you that in my years in medicine I have seen the need for this," said Rep. Deb Kolste (D-Janesville), who worked as a medical technologist. "It can be split-second and needs to be decided by a woman with her physician."

As much as GOP'ers would like you to think:

99% of the time, abortion is not used as a form of birth control and all options are indeed considered. WE don't need a law for us to realize the enormity of our decisions. No one decision to abort is like the other...

So these pro-lifers need to be called out for what they are...pro-uterus. They could care less for the mother or child once that child is born. That child has more rights in uterine than after it's introduced into this harsh reality.

and let me tell you this guy is pig....One time they wanted to shame folks with foodstamps...in WI the most a single person can get is $16 lousy dollars a MONTH. It was so mean and spiteful...anyhow, he said he could get foodstamps if he wanted. It made no sense as he makes way too much dough. And coming from a #330 R it was even worse.
