And yes, shenanigans are afoot in more than one place if elections are being stolen, that's the nature of the game. To actually fix the result, you need more than just enough stolen votes. Sometimes one urban core is enough, with perhaps one in eight Dem voters in a state as inCuyahoga County, OH 2004. It depends on the situation, but the place to steal something is always where it exists, very high Dem voting areas are statistically in variance from normal in studies of suspect elections. Milwaukee is the one at variance in the WI contest and matches the Cleveland profile, with 95% Dem precincts even.
