Though I've just noticed David Miliband is the 5th. Is this largely because he doesn't really do anything in politics any more?

Though that might be preferable to the mad passion for reform and change-for-its-own-sake of the likes of Gove.

Spencer Percival is just about reactionary enough for the Tories these days.
If the Tory right could exhume the lives of Percival, Castlereagh & Viscount Sidmouth in the name of ideological purity they probably would.
