Could a Cordray(D-OH) victory in the 2018 OH Governors Race increase Brown's chances for 2020?

OH gets a Democratic Governor in 2019. Sherrod Brown is on the 2020 Democratic Presidential/Vice Presidential ticket which ends up defeating Trump/Pence in November 2020. Governor Cordray(D-OH) appoints Nina Turner-D to Brown's US Senate seat.
