but I don't want to use a program that is potentially sending it to someone else to do it. Is there any way to guarantee it's security?

I still get updates tho.

You may want to allow connections to particular common 'bad' IPs, for example allowing Microsoft Updates whilst blocking the rest of Microsoft, or for some online game servers.
