I have 2,000 images in 70 folders.
I have 2,000 images in 70 folders.
Each image is in .tif format, 5905 x 4032, 70 MB each.
I want to batch process them to .jpg files,
640 x 440, in 70 new folders.
I have Paint Shop Pro 7 and IrfanView.
Any suggestions will be welcome.
Windows 8.

I assume the folders are there for some sort of organization that you would want to keep. Can't you just select each folder in IrfanView's Batch Conversion/Rename dialog, hit the Add all button, select .jpg as the Output format, choose the same folder for the output directory, and hit the Start Batch button?
You'll have to do it 70 times (to maintain the subfolder structure), but aren't the folders there for a reason? Plus you probably want to start with a limited batch to make sure the image settings are doing what you want.
Or if you want to do them all at once and they are all contained in subfolders of a single folder, check the Include subdirectories (for 'Add all') option - this would convert all images in the source subfolders to a single folder determined by the output directory setting. (Although you should do a test with a few images first to make sure the image settings are correct.)
EDIT TO ADD - okay I missed the resizing requirement in the OP, what I outlined only changes to new file types.
See using a command line resize/conversion in IrfanView here. You would have to do that 70 times. (Or you could convert them into one single folder as outlined above and then do a batch resize with the command line option. Or you could write a windows batch file to automate the 70 command line entries.)

See the IrfanView help file under Contents > Overview > Command Line Options. I'd make some copies and do some testing before do the final conversion with what you determine from that.

Combined with setting the batch output to a new subfolder, I was able to resize and convert
all without losing the originals.
