A man walked into the office where Deltona residents normally pay their water bills and handed a clerk an envelope. But the stranger wasn’t paying his water bill, a Volusia County sheriff’s spokesman said Monday.

The envelope contained a small amount of white powder that turned out to be cocaine, spokesman Gary Davidson said.

Before anyone knew the white powder was cocaine, officials in the office at 255 Enterprise Road took precautions to make sure it wasn’t something toxic, Davidson said. The office was evacuated.

When the powder was examined, though, it tested positive for cocaine, Davidson said.
