his campaign without admitting he's suspended it,I guess. That's kind of what Kasich has done,I don't think he's spending money on the campaign anymore.

He just has some kind of crazy deal with Cruz. They are pulling out of certain races to give the other a better shot at beating the Donald. Kasich still thinks that if the Rethugs end up with a brokered convention, the party will rally around him and make him the cute and cuddly nominee.

... and spend money that they already have. If they're ENDING the campaign, then it's also time to close the books, pay off as many debts as possible and stop paying SALARIES to the (over) paid campaign staff.

... that was the gist of what he was saying. There may be other details or nuances that I didn't capture just now, but for the most part, I think that's pretty close to what he was getting at.
