Even though Hillary has had a $31 billion plan to transition from coal from day 1 of her campaign, which includes green energy job training for coal miners, Sanders had nothing until recently. When he started campaigning in W.V., he suddenly announced his thrown-together "$43 Billion plan" to help coal miners.
