Hillary Clinton Unveils Plan to Help Students With Children

Hillary Clinton continued to focus on college affordability and student debt on the campaign trail Friday, announcing her plans to help students who are also parents.

At a town hall meeting in Dubuque, Iowa, Mrs. Clinton unveiled another component of her “New College Compact,” proposing to expand access to child care on college campuses and create a scholarship that would benefit student parents.

“I don’t think in America anyone should have to choose between being a good student and a good parent,” Mrs. Clinton said.

Earlier this week, Mrs. Clinton laid out a $350 billion plan that would allow students to attend public colleges and universities without taking on debt for tuition. The expansive proposal, which also would overhaul the federal student-loan program to lower borrowing costs, has been framed as a centerpiece of the Clinton campaign and an answer for anxious families who question how they can afford the spiraling cost of college.


In Iowa, Mrs. Clinton kept the focus on this issue with a call for a sharp increase in spending on a program that provides grants for campus-based childcare centers. Using matching funds from states and institutions and boosting spending on the program from $15 million to $250 million would open 250,000 childcare spaces for student parents, the Clinton campaign said.

Many students with children are juggling working full- or part-time, taking classes and raising a family, Mrs. Clinton said.

“They need help,” she said. “I want to help these young people get their education so that they and their children will have a better life.”
