Hillary Clinton
Related: About this forumIn '88 Pat Robertson won the R Wash. caucuses, and in '92 Paul Tsongas won the D caucuses there.
Caucuses STINK because of LOW turnout, people not wanting to take all the time and hassle to go to them, and people not wanting to vote in public. So these smaller caucus turnouts for certain candidates can win the day, as we saw in '88 and '92 on both sides.

Sanders has. Probably this tactic will not work this time either.
