who pulled off the greatest Medicaid scam in history, stole a fortune, and beat it out of town to hide in Venezuela, then in Spain safely.

All those lovely Cuban "exile" assassins coming and going over the years, even getting George H. W. Bush to overturn the formal Exclusionary Statement against Orlando Bosch, mass murdering bomber/pal of Luis Posada Carriles, forbidding him entrance to the U.S., after over 30 countries had banned him from their borders, too.

The criminals from Latin America have friends in the US gubmint.
