Andean community not required to apply for visas. Why aren't they treated like everyone else?

Since January 1st 2005 the Andean Community of Nations eliminated the requirement to apply for Tourist Visas for the citizens of members countries of the Andean Community (Bolivia, Colombia, Ecuador and Peru) that enter a member country by air trough international airports.

Citizens of Andean Community member countries are be able to stay in Venezuela as tourists for up to ninety (90) days.

NOTE:

Althpugh Venezuela is no loger a member of the Andean Community of Nations, it still maintains formal commitments with this community until the withdrawl takes legal effect. We will inform ahead of time about any changes in visa policy regarding Andean Community tourists.
