The Carnet de la Patria (Chavista Loyalty Card) is a tool that the Chavistas use to guarantee votes. (If they are good at anything, it is making SURE that card holders are voting and voting correctly!) If they see that you haven't voted, they will send colectivos (motorbike riding PSUV thugs) looking for you at your work or home. All Venezuelan state employees are required to have the card and are required to vote... or be fired.

How the scam works: The Carnet de la Patria holder shows up at the voting station and "checks in" at the PSUV "red spot"... an awning outside of the polling station. Upon registering, the voter is given a stub (a person who voted "correctly" before them) and they go to vote. After they vote, they are given another stub, which they pocket while putting the first stub in the ballot box. When the voter leaves, they bring their new stub back to the table, where they collect their Carnet de la Patria, and if they voted correctly, a box of food. Or at least the promise of food. Maduro promised them hams last Christmas and he never delivered.

No Carnet de la Patria? No food. No medicine. No healthcare. No benefits at all.
