The US sanctions are this: It prevents US entities from doing business with approx 40 Chavists in Venezuelan government. Also, US financial markets cannot refinance outstanding Venezuelan debt ("hunger bonds", ala Goldman Sachs), though US entities can buy Venezuelan oil. These sanctions do NOT keep other nations from doing business with Venezuela. China and Russia used to... but curiously since Maduro stopped repayment of debts, they can't even get a loan from a payday lender any longer. China is allegedly throwing about $5 billion to help pay down a Conoco debt to keep their refineries overseas operational....
So, any hardships endured by ordinary Venezuelans come at the hands of the Chavistas and their Marxist stooges from PODEMOS in Spain.
