Having a low tax liability is making it difficult for me to collect federal pv solar tax credits and I'm sure there must be others with similar problems.

There are some outfits doing 0-down installations: They do the purchase and fitting, and you buy the power from them (see http://www.democraticunderground.com/11274613). I'm a bit thin on details as to who to ask, but it's worth considering...
