International Energy Agency says wind and solar can carry bulk of energy transformation




“Integration is not simply about adding wind and solar on top of ‘business as usual”

“We need to transform the system as a whole to do this cost-effectively.”

"The IEA report sees little role in the transformed electricity systems for inflexible generators."



In other words, coal, nuclear and "baseload" natural gas must all make way for the required transformation.

The International Energy Agency (IEA) has released a report in which it concludes that the integration of large amounts of renewable energy can be achieved by any country at only a small increase on whole system costs, compared with the current fossil-fuel heavy electricity systems. Making the conclusion even more startling is that the IEA used present-day costs for solar PV and wind, with the two most widely-deployed renewable energy technologies set to provide the bulk of the generating capacity in these transformed electricity systems.

While renewable energy is often blamed for driving electricity prices up and having a costly destabilising affect on electricity grids, the IEA says that integration of renewables into electricity grids and markets can be done so at little cost. For the first 5-10 percent of what it calls variable renewable energy (VRE, essentially wind and solar), the IEA says this poses no technical or economic challenges at all. Even for higher levels of up to 45 per cent penetration, it says would cost only 10% to 15% more than the status quo.

These conclusions are particularly relevant in Australia, where there is a big push for Australia to even obtain up to 10 per cent wind and solar under the current renewable energy target (the remaining 20 per cent is hydro and biomass). South Australia, it should be noted, has reached 31 per cent wind and solar with little or any additional cost. In fact, wholesale prices have fallen the most in that state than any other.

The IEA says the key to incorporating high levels of wind and solar is for countries to employ renewable energy in a way that supports the grid, investing in additional flexible generating capacity and improving the operation of electricity markets.....

ALEC Coordinates New Attacks on Renewables Mandates and Net Metering

The American Legislative Exchange Council (ALEC), a matchmaking service that connects business interests with conservative lawmakers, drove more than 70 bills in 37 states last year that would have slowed the progress of greentech and clean energy. The group is back this year with a range of new initiatives.

Most of ALEC’s 2013 efforts were defeated through lobbying and grassroots initiatives undertaken by renewables advocates and climate change activists like Greenpeace and the Natural Resources Defense Council.

In 2013, ALEC's legislation targets sought to:
- Roll back renewables mandates
- Undo greenhouse gas emissions regulations
- Cut funding for emissions standards enforcement
- Ease regulatory controls on hydraulic fracturing (fracking)

ALEC’s 2014 efforts, according to Elsner and leaders of other activist groups, would:
- Weaken or eliminate state Renewable Portfolio Standards
- Weaken solar net metering policies
- Open loopholes in disclosure requirements for fracking chemicals
- Turn back federal EPA efforts to regulate GHGs and other power plant pollutants

WHEREAS, America’s 103 commercial nuclear plants generate 20 percent of the Nation’s electricity with remarkably high levels of efficiency and reliability while producing zero emissions of pollutants or greenhouse gases; and

WHEREAS, projected U.S. electricity demand will increase by 40 percent by the 2030, requiring the nuclear industry to bring online 50 gigawatts of additional generation just to maintain nuclear energy’s present 20 percent share of the electricity generation fuel mix, and

WHEREAS, more than a dozen nuclear utilities and consortia are actively exploring plans to pursue construction and operating licenses for more than 30 new commercial nuclear reactors in the next several years; and

NOW THEREFORE LET IT BE RESOLVED, that the American Legislative Exchange Council hereby urges the President and Congress to work together with the commercial nuclear industry, State and Local governments and other interested parties to encourage development of safe new nuclear plants as a key component of American fuel portfolio diversity and energy security; and
