VIRGINIA BEACH

Carlene Bond-Adams, the cafeteria manager at Creeds Elementary School, arrives at 6 a.m. so she can begin boiling water in a waist-high metal pot. Once it's ready, she pours the water into buckets and mixes it with bleach to clean kitchen floors and work stations. She pulls out a case of bottled water and sets it aside for cooking.

~snip~

In a lounge upstairs, a teacher pours distilled water from a jug to make coffee.

That's because the tap water at Creeds is not safe to drink.

The routine may sound like something from a Third World country, but it's happening at a public school in the state's most populous city.
