No water in North Korea's firehouses

It's common sense for a firehouse to have water supply because it's their job to put out fires. However, as usual, common sense does not exist in North Korea. In North Korea, when there is a fire accident, first, people are unable to reach the fire station because their phone lines do no work. So they would have to go to a house that has a working phone line. Even after they reach the fire department, the fire fighters are unable to get to the site because they do not have any fuel for the fire trucks. Moreover, even if they somehow manage to get to the site, they have no water to extinguish the fire. So, North Korea's fire department is basically useless, just like their leaders.
