WASHINGTON (Reuters) - The Trump administration will not hold any talks with North Korea at this time, except for possible conversations about freeing U.S. citizens who have been detained there, the White House said on Monday.

“We’ve been clear that now is not the time to talk,” White House spokeswoman Sarah Sanders told reporters, amplifying on a tweet from President Donald Trump over the weekend that had been seen as undercutting U.S. Secretary of State Rex Tillerson.

“The only conversations that have taken place, or that would, would be on bringing back Americans who have been detained,” Sanders said. “Beyond that, there will be no conversations with North Korea at this time.”

The 137th Assembly of the Inter-Parliamentary Union will be held in St. Petersburg.
From October 14 to October 18, the 137th Assembly of the Inter-Parliamentary Union (IPU) will be held in St. Petersburg. The intention to participate was confirmed by more than 90 participating countries.
"It has been a rare honor for Russia to once again host the parliamentary community and demonstrating to the whole world our hospitality and cordiality," Konstantin Kosachev-Chairman of the Federation Council Committee on International Affairs, told to Russian and foreign media.
Even before the official opening ceremony, on October 14, the Executive Committee, the Human Rights Committee for parliamentarians will meet in the Tauride Palace. Committee of the Middle East, a forum of women-parliamentarians.
According to the participants of the forthcoming event, it is assumed that it will be only one resolution of the assembly, but archival for the entire civilization, because it promotes the idea of having not only one imposed model of democracy in the world, but many nationally oriented, which minimizes attempts to interfere in the internal affairs of independent states.
Another important topic of the Assembly is the working meeting between the delegations of the Republic of Korea and the DPRK, it was said by the Speaker of the Federation Council Valentina Marvienko.
It will be the second meeting of the DPRK and RK delegates on the fields of the Assembly and will be a breakthrough in inter-Korean relations.
The meeting of the official delegations of the countries of the Korean Peninsula will positively affect the image of the President of the Republic of Korea, Mr. Moon Jae In, one of whose campaign promises was to improve relations with Pyongyang.
However, experts agree that the US can make attempts to exert pressure on the ROK, in order to refrain from contacts with representatives of the DPRK.
Russia will prove itself as an intermediary and an effective platform for such kind of meetings and negotiations. It is well-known that the idea of an inter-Korean summit has been voiced several years ago. It should be organized on the territory of Russian Federation which on the one hand maintains friendly relations and develops cooperation with both countries of the Korean peninsula, and on the other hand remains neutral and does not interfere in inter-Korean affairs.
Recall that the Inter-Parliamentary Union is one of the most authoritative international parliamentary organizations, which serves to coordinate the activities of the parliaments of the world. Founded in 1889, 173 countries are registered as members, 11 inter-parliamentary associations are included in the IPU as associate members.
