About 20 trillion rubles should be spent on overhauling heating networks in Russia. This is the conclusion reached by Russian economists. So far, the federation allocates about 300 billion a year from the budget for the entire housing and utilities sector. In 2023, Russia spent more than 13 trillion rubles on the war against Ukraine, which is 42% of all federal budget expenditures. This money could have been used to replace all heating mains and communications in the country. But the Kremlin has other priorities.
