Why the banking cutoff is so important: some rogue companies have been selling drones to Russia, trainloads of them. That supply will now be cut off because the Chinese won't get paid, not easily enough to make it profitable.
Why it happened: secondary sanctions. China knows it will lose its trading partners in the west if this sort of thing----lethal help and components being sold in large quantities to Russia---is not stopped.
It's about fucking time.
