Ramstein Air Base …. Drone HQ

What are the implications that every single drone attack is run out of the HQ of the United States Air Forces in Europe.

Why were they hugely expanded from 2004 to 2006?

the drones are piloted from the US. Ramstein is one of the places where the sensor data is sent to - which makes sense because Ramstein Air Base is also HQ for United States Air Forces Africa so they are involved with the anti-terrorism fight.
