Aggravation at the park this morning.

Joggers don't normally bother me but this one managed to get several people pissed off.
She came trotting into the park to go around the trail. As she was coming back towards the front of the park, one person's miniature Sheltie started chasing her. The dog was oblivious to her owner's calls
to come back. The jogger knew the dog was there and kept right on running through the parking lot, up the drive onto the street crammed with rush hour traffic. Lots of honking but she still didn't stop running and let the owner catch up with the dog. Luckily a driver stopped their car and snagged the dog until the owner could catch up. Jogger kept on going as if nothing happened.

Why else would I go the park without my dogs?

Never seen an off-leash area for dogs that was not fenced in.

Still, while common courtesy from the jogger would have been to stop, it is up to the dog owner to control the dog, whether on-leash or off.
