Its never been how to get Patients that safe access.. EVER... For these Cities and Counties in California..
It about avoiding compliance to state law guidelines no matter what...
Many Cities have spent Huge amounts of tax payers Dollars to keep it this way..
Some to the point of Bankruptcy...
