The bill is the Senate companion to H. R. 822, which was approved by the U. S. House last November by a vote of 272-154.
S. 2188, like H.R. 822, would allow any person with a valid state-issued concealed firearm permit to carry a concealed handgun in any other state that issues concealed firearm permits, or that does not prohibit the carrying of concealed firearms for lawful purposes. A state's laws governing where concealed handguns may be carried would apply within its borders.

It is great to see two courageous Democratic Senators introduce this bill into the U.S. Senate. I am sure that we will all be watching it closely.

(12,072 posts)It will only mean that I will be able to carry in 49 states but must obey the local laws, except that I won't need to get a local pistol permit.
Out-of-state permits will be honored, so a resident of NY who gets a permit from a different state can then carry in the 49 states including his own state of NY.

(24,331 posts)Definition 2 is a completely different usage, i.e. "the Karelian question," as a reference to a pre-existing debate. Making a statement with no further elaboration does not make it a "question" in either definition.

I did not realize that is what you meant by your statement.
I don't see this as a big deal. The same could be said about driver or marriage licenses.

(8,614 posts)And like said license the rules of the road vary with each state. The bearer of said license is responsable for knowing the laws in each state he/she travels in. IT is up to each state to qualify it's citizens.
Oh, by the way, DC DOES have a concealed carry permit system, as does Hawaii!!!

(7,042 posts)I'm curious your position on the provision of the US Constitution that says 'Congress shall make no law'......regarding the right to keep arms.
This bill uses court rulings that base Congress' right to regulate based on the Commerce Clause.
Do you agree? Do you recognize the right to regulate?

(11,304 posts)to my state and carry his/her gun. I respect the right to carry in the states that approve you to carry guns and between states that say its ok because they have their own gun laws. But if I live in a state that doesn't have guns then I want you to come to my state and leave your gun home. If you can't than stay the hell home. Sorry I hate guns. I live in a state that allows guns everywhere and I sure don't feel safe. But I don't want to tell them they can't have their guns so I stay home and enjoy my peace and quiet. I know alot of you will disagree with me. That is fine I do not want to change your minds. I am not here for that. On the other hand I HATE GUNS. I will never like guns no matter what anyone says. Keep your rights that is fine. But if friends come to our house they know keep their guns home. There is no need for guns in my home.

(2,038 posts)...and well, just a matter of time for them (CCW anyways). There is no such thing as living "in a state that doesn't have guns" is this country either. Nothing in this bill changes how you can keep guns out of your household either.

All we need is 3 more votes to get the super majority to override both Quinn's threatened veto and local preemption. The reports are we have 2 of the 3 already committed to changing their vote.

and each state varies on which states they honor. Personally, why should Wyoming have to let Don Imus or Donald Trump(NY permits are not valid in Wyoming, neither are Kansas, California among others) think they can panic and start shooting some moose minding their own business?
If you live in Vermont, you are safer than most states.
If you live in El Paso, you are safer than many Canadian cities.

(4,941 posts)No one, either in a shall issue, may issue or whatever state should be forced to allow guns in their home if they don't want them. That is something I respect and don't cross that line.
By the way, I do appreciate, even though you hate guns (I gather), you're NOT pushing for the argument that because you don't like them, no one else should have them (as many other posters here do).

(11,304 posts)away. The only thing I think it should be done is a background test. You as a responsible gun owner surely don't want some crazy persn handling guns. That is my only concern. Oh by the way I do have protection. I have a knife in its case. I keep it under my pillow. It's big.

(24,331 posts)Realistically speaking, a knife is a bad weapon for self defense. Not only is there the strong likelihood of hurting yourself with it--even experienced knife fighters often suffer cuts from their own knives--but it requires you to close to basically grappling distance with your attacker in order to hit them. If you refuse to have a gun, you're better off with pepper spray or a baseball bat than a knife.

(10 posts)You might also want to look in to a drop tazer. They are a little expensive, but are much more effective than pepper spray or a regular stun gun. Not sure about you local laws, but it is an option and safer than a knife.

(2,631 posts)A knife is not a weapon for someone who isn't REALLY into fighting. Doesn't matter how big the knife is. You might as well be completely unarmed.
Now if you've been trained to fight with a knife then that's an entirely different matter. There's a reason why the gun replace the knife many years ago as the personal weapon of choice.

(2,631 posts)I once had a hit out on me over a case I had been involved in. It was serious enough for the Sheriff to sit me down and demand I carry 24/7 until we got it all resolved. I had to sleep in an interior room of the house, wearing shoes, a gun, and kept a vest nearby. It was pure misery. The only good thing I had in my favor was my German Shepherd, Hondo, who knew something was wrong and never let me out of his sight. For a few weeks it wasn't so much "if" they were coming but "when". Eventually the whole thing got straightened out. You sure find out who your friends are at times like that.
Do yourself a favor and just put the knife away. Have you ever seen the mess someone can make with one of those things? A Tazer or some spray foam would be a better choice if you need something. I prefer foam myself. Be careful though because it'll set the dogs' noses on fire. There are lots of safe and sane options for someone not wanting to deal with having a firearm on hand.

(11,304 posts)have. I sure wouldn't mess with ya. When I was a child we lived in the Phillipines living on the air base at the time. They had german shepherd dogs that worked with the military police. Anyway they had this one dog that must of been to mean. My dad decided to bring it home. I remember him walking the dog on the other side of the street with a heavy duty chain around his neck. We named him Sparky. That dog was so smart and turned out to be a great protector. We sure loved that dog. But when we came back to the states we couldn't bring him with us. We gave them to a couple. My 3 dogs are more bark then they are bite. They are little but boy do they bark when something is outside in the dark. I live in the rural area. There is nothing but nursery country around us. So it is pretty quiet. I like the bat option and even the pepper spray option. I have already put the knife away. To be honest I don't think I could ever use it. Growing up in a military family and having a husband who retired from the military you would think I would be use to guns. But I'm not. Listening to my mother's experience during WWII and seeing my father's wounds he got during WWII and having a brother-in-law (who was an experienced hunter) shot by putting his rifle away and died. So I just can't take them.

I remember my dad taking me and my twin sister to school the first day and he took us to class and said I'll be right back. When he didn't come right back I started crying. I went to the principles office the first day. Awe, I can laugh about it now. We had a nice home on the base at the time. We had a married couple living with us. The husband was a bus driver and she was our house maid. Back then you could get cheap labor. We sure like that couple. Gosh I remember how hot it was. It was call Clark Air Force Base back then. I also remember when my dad play santa claus for the orphans that their unit sponsored. He came in by helicopter. It was so much fun. I remember alot of things.
I guess it has changed alot. I thought they closed the base down.

Local police should decide nothing. Giving police or anyone else arbitrary discretion over any civil libery has no place in a liberal democracy. The only choices should be shall issue or no issue.

Only on this issue do we see self proclaimed liberals and progressives going off the deep end with police trust and wishes for even more empowerment and control over the distribution of civil liberties. Do you want the Joint Chiefs to be the deciders of military involvement too?
