Japan turned down NSA request to tap into fibre-optic data cables

US National Security Agency asked Japan to help tap into fibre-optic cables carrying
telephone and Internet data throughout the Asia-Pacific region in 2011, but was
rejected

The US was primarily interested in accessing information involving China, Kyodo News reported, and sought the assistance of the government in Tokyo as many of the cables that link the entire region pass through Japan.

Sources told Kyodo that the NSA was apparently sounding out Tokyo to determine whether Washington's closest ally in the region would be able to assist in the same way as GCHQ provides data from Britain.

Japan turned down the request, the sources said, citing restrictions on wire-tapping under domestic law and a shortage of personnel to carry out the work.
