Sounds like "profiling" ?

Surfing the TV channels last week, I stopped and watched a few minutes of “Cops”.
They had a black guy in handcuffs and were putting him in the back seat of a squad car.

One white officer said to another white officer
“I stopped him because he was riding a new bicycle.”

Apparently they found some 'paraphernalia' on him once he was stopped.
