2011 Oakland Raiders set NFL record for most penalties

"... 163 for 1,358 yards for the season. That surpassed the totals of 158 for 1,304 set by the 1998 (Kansas City) Chiefs."

Penalities aside, Oakland still should have made the playoffs. Coach Hue jackson's response: "I'm pissed at my team. At some point in time as a group of men, you go in the game ... Here's your time. Here's your time to make plays. ... You've got to do it, and we didn't do it."

Who would have thought the record was held by the Chiefs. If i had been asked the question before, i would have guessed the Raiders. Their reputation seems to proceed them.
