Should the MLB All-Star voting be based only on what a player has done so far this year?

Or should it include the achievements of last year?

Think about Clayton Kershaw who was both the Cy Young winner and MVP last year but wasn't elected (yet).

Max Scherzer decided to pitch today - and won. So he can't pitch in the All-Star game on one days rest. Claton Kershaw was then picked by Bochy for his 5th straight All-Star game.
