Democrats in Congress are the ones who would actually have to pass legislation to implement a new health care law. Today though they are protecting the jobs they have by voting down Bernie's tax increases.

As does the journey of one mile.
It is up to us to decide which journey we will aim for.

I honestly fear "the cart before the horse" is dangerous to ever achieving single payer or even completing one leg of the journey to single payer. And given that the country so opposes tax increases and is unaccustomed to the idea of single payer owing to so many poor people, the chances of this passing without a veto proof Congress is unlikely.
Here are other questions. Will there be a Bupa (private option) as with Great Britain? https://www.bupa.com/corporate
What will happen to the people in the health insurance industry? How many are there in that industry who would lose jobs? And will they be part of the new single payer system in some way?
All of these questions ought to be discussed during the primary.
