If not coin toss, what?

Iowa is already set to register people on the spot and they allow 17 yr olds who will be 18 by Election Day. How about they do a "wait list" of names of 17 yr olds who will not be 18 by Election Day? They can still say they have to be in line by 7 pm so they are there for the process and not called in mid-caucus. Then, in the event of a tie, they finish the registration for the 17 yr olds and add their votes.

I'd much rather see people decide a tie instead of a coin toss. And, who better than our future voters?

I would say give half-delegates virtualobserver Feb 2016 #1
Split the delegates in half, if an odd number, leave it uncommitted until the later caucuses. morningfog Feb 2016 #2

Then if it ends up with a final tally of 699.5 to 688.5 then the .5 goes to the leader.
