The traditional role of the VP candidate (never less so than in the VP debate) is to be the attack dog against the other side's presidential candidate.

Add to this the fact that many democrats were thought to be disillusioned by the president's failure to hit back at objectively false statements. We needed Biden to show that this was happening... even if it might turn off some in the middle... because we needed to restore the base's enthusiasm.
