The 20% that did not have landlines was polled somehow over the Internet. I have no clue how they pulled that off. Do any of you?

A serious methodology question. First, 20% without landlines seems very low. Second, how do you locate and contact a group of people as nebulous as that in anything close to a randomized sample? Finally, why did PPP not poll using its normal methods?
