Most of the discussion about the NV County Conventions

is not based on actual knowledge of how Nevada's delegates are actually selected. Those who actually want to know how the process works in Nevada can find an explanation at the link below:

Summary : All statements about national convention delegates are estimates. No delegates are elected until the state convention in May.

are finalized at the state conventions, as far as I am aware. All counts prior to those conventions are just estimates. Generally, those estimates turn out to be very close to the final numbers, but there can be shifts of one or two delegates at the conventions.

Generally, though, the Democratic Party strives very hard to make the delegate count match voting results as closely as possible, percentage-wise. Some rounding takes place, of course, due to the small number of delegates and the relatively larger number of voters.

Convention delegates, too, can change allegiance, and some do, although the goal remains matching voting results and the national delegate allocation. I can't speak for all states, but I know Minnesota, and most people wouldn't believe how intent the state convention goers are in getting the delegate allocation right.
