I dont know how you would characterize the gang leaders who got 13-year-old kids hopped up on crack and sent them out into the street to murder other African American children. Maybe you thought they were good citizensshe didnt.
Let's think about that. Who brought crack into the cities in the first damn place. Here is a hint bubba! They weren't people in the ghetto, but assholes in Washington funding their freedom fighters!
Secondly, your draconian anti drug laws and imported drugs made damn sure that a generation of young male African Americans either were locked up or dead.
Somebody better put a damn muzzle on him.

(17,469 posts)1960 called and they want their lingo back. Last time I heard "hopped up" it was Jack Webb lecturing a kid about the danger of being "hopped up on goof balls".
And later, the baby sitter put the baby in the oven, and stared at the sun until she burned out her eyes.

(3,017 posts)It was a racist policy because crack cocaine was much more prevalent among blacks while whites were more likely to use powder cocaine. But Bill signed a law to maintain that disparity against the recommendation of the federal Sentencing Committee. Bill said "I don't want to let anybody who is peddling drugs to get the idea that the cost of doing business is going down." That was in 1996, when Dick Morris was advising him on how to move to the right as he was trying to get reelected in 1996 after the 1994 mid term election debacle that gave both houses of Congress to the Republicans for the first time in 40 years.

<Blacks account for more than 80 percent of those convicted of crack crimes; whites account for less than 5 percent. By contrast, whites are involved in 32 percent of powder-cocaine convictions; blacks, 27 percent, according to the U.S. Sentencing Commission.
But blacks tend to receive longer sentences for crack cocaine crimes than whites do for powder-cocaine crimes; federal law for years has provided much heavier sentences for crimes that involve crack cocaine, and Mr. Clinton's signature yesterday maintained that difference.
The punishment difference of 100 to 1 works this way: Crimes involving 1 gram of crack get mandatory sentences equal to crimes involving 100 grams of powder.
Civil rights leaders have protested that this approach results in a serious racial disparity in cocaine prosecutions. That disparity was one of the grievances cited by inmates in a recent series of federal prison uprisings.
Last spring, after a study of the sentencing differences and their effect on blacks, the federal Sentencing Commission decided to make sentencing equal for crack and powder cocaine crimes. Congress passed a bill to block the commission's plan from going into effect tomorrow, and Mr. Clinton's signature made the bill a law.>
