by not announcing the scorched earth "Disqualify him, defeat him, and unify the party later" strategy a few days ago, after her campaign came to the stark realization that Sanders wasn't going away, and New York was going to be a real contest.
Or avoiding the kind of "nod nod, wink wink" talk that led to this Washington Post headine:
Clinton questions whether Sanders is qualified to be president
My guess is, Trump being Trump, he has zero problem painting her as unqualified for a variety of reasons, some true, some not.

Both throw out sellable talking points and when pressed have no legitimate way to turn their ideas into law.
