(11,546 posts)when exactly? Sometime in March? So even if it passes and is "effective immediately", it still won't affect this election unfortunately.
it would allow anybody registered as an independent or Republican to vote in the Democratic primary, party affiliations for those people had to be changed by October in order to vote in the Democratic primary, it would still have a big effect on the primary

(205,552 posts)But if you're already registered as a Republican or Independent and want to switch to Democratic, the deadline was last October 9th. The speculation is that this could hurt Bernie since he has support from a lot of Independents and those Republicans who hate Trump. But not everyone had settled on a candidate as of last year and New York is a closed primary.

(205,552 posts)Was only for those who had never voted before. I annoyed a friend of mine who had never bothered to vote (told her since she's female and gay that it's important) until she registered. She registered as a Democrat and is planning to vote for Bernie. But those who have always voted are out of luck unless they were already registered as Democrats - or had thought ahead in time to re-register last year.

(19,565 posts)That's the last day the assembly meets this month. At it is now, it's still in committee where it's been since March 24th.
There's no way this can make it to debate by the Senate in the next few business days. Let alone be passed and signed in time.

The bill has only been referred to the Election committee, it hasn't even moved out to the floor yet. If it passed both of those, it'd have to wait for the Senate to work on their version, reconcile any differences, then off for the governor's signature.
That isn't going to happen by the 19th, this is Civics 101 here, legislation does not travel that fast.
And we're not even getting into the supremely unethical move to change an election on the eve of actually holding it. You would give poll workers only days to work out a new process of verifying these newly-eligible voters?
I just wonder at what plane of reality the Sanders Camp exists on at times...

That's right, New York is extremely multicultural and its many cultures among the registered Democrats (and beyond, in November) will be voting in the majority for Sanders.

(24,979 posts)People are not walking identity categories who react like pavlov's dogs presented with stimuli. They can think for themselves, and they vary even within these identity categories.
In any case, you are probably aware that you are playing fast and loose with the Latinos especially. There's a reason you're talking Texas and Florida, because that's completely untrue in the rest of the country. And certainly in New York - I don't think you have any idea what's coming there.

(146,317 posts)it could take effect before the primary. In fact, that seems impossible to me. It might not even pass and might not be signed by the Governor if it did.
I wouldn't count on this.
