It was one of the many of these kinds of resolutions passed every session, that in the end can range from naming post offices, to going atta boy or girl to a person, or applauding the actions of insert foreign government here. They tend to be pretty standard and pretty meaningless HRC knows this, Even a neophyte US Senator should know this. This mechanism is used often as well to move bills forwards.
