and I know this minutiae, I observe these bodies often. The fact checker is wrong. I don't blame the fact checker. Most people do not get this minutiae. They are arcane and that is on purpose.

The matter before the Senate was, do we want democracy in Libya? Here is the definition of unanimous consent

What is the meaning of unanimous consent?
In parliamentary procedure, unanimous consent, also known as general consent, or in the case of the parliaments under the Westminster system, leave of the house, is a situation in which no one present objects to a proposal. The chair may state, for instance: "If there is no objection, the motion will be adopted.


The question before the Senate was NOT about regime change. It did not mention regime change, war or how to do it anywhere. It was one of the many of these kinds of resolutions passed every session, that in the end can range from naming post offices, to going atta boy or girl to a person, or applauding the actions of insert foreign government here. They tend to be pretty standard and pretty meaningless HRC knows this, Even a neophyte US Senator should know this. This mechanism is used often as well to move bills forwards. In fact, what do you think is used to close debate many a times?

My City Council has a similar procedure, used often actually, (it is the same actually) just not called unanimous consent.

Spend some time watching City Hall, or the US Senate and get educated. It is embarrassing when supposed political animals do not know the most basic of shit.

the fact checker does not know what a sense of the senate or unanimous consent is. It has zero to do with actually voting to authorize anything.
