Reducing the federal prison population: Have you never heard of using federal funding incentives?

They can provide federal funding incentives if the states agree to early release on non-violent criminals. Let met think. Many states are struggling with budget deficits and would get money and incur less prison costs. That's what I would call a no-brainer.

I believe we have helped fund state level criminal justice. Well attach some damn strings to the money.

Of course, why would we want to discuss this. We'd rather just smear a good man that really wants to do something for the people.

Update: And PLEASE do not bring up medicaid which is a JOINTLY funded program (meaning BOTH the state and the federal government have to provide a portion of the funding).
