Stopped to check where I knew the person had moved in recently. Good citizen that she is, she had already re-registered and had her sample ballot.

I think California has the right idea. By allowing independents but not members of other parties to vote in each primary, they allow the true independents who want the opportunity to vote for the best candidate of the available choices on both sides to do so, but minimize the ability for members of other parties to engage in strategic voting. I think that's the fairest solution to the open/closed primary debate.
