is retrogullability a real thing?

so, even if hindsight spells out the fraudulent crime against humanity that the IWR was,
can we still put that bugaboo of knowledge back in Pandora's box and say
"it was a mistake. GW fooled us. He went further than we ever imagined."

is that a fair characterization of the position?
because I really hate it when people use imaginary quotes.
