2. obligation to use department systems in MOST circumstances, true.

Therefore, the only way Hillary's behavior is possibly permissible here is if her personal email account was used for less than 50% of her emails, leaving "most" emails to go through the preferred system.

But she used it for 100%. Unless "obligation" has some other meaning, then it seems she WAS prohibited from using a personal email account for anything more than 50% of her emails. Of course, even that much would presumably be highly discouraged, but if you're going to read the "letter of the law," then she crossed the threshold into clearly impermissible behavior if the personal account was used for 50%+ of the messages, which it was.

To me, that's the most important part of this clip!
